Land Certificate Changes


The computerisation of the Land Registry will mean changes in the appearance of Land Certificates. A3 and A4 Land Certificates will be dealt with in slightly different ways.  This reflects concerns, raised by members of the solicitors' focus group, that some clients may wish to retain cancelled A3 Land Certificates because of their historical content.  We shall continue to consult this group, during the implementation of the landweb computerisation project, to try to achieve a system that meets the needs of the Land Registry and its customers.

1. "New Style" A4 Land Certificates
On completion of a transaction, the existing Land Certificate will be cancelled and a new Land Certificate, which will contain an up-to-date copy of the electronic Folio, will be issued. (The electronic Folio will consist of A4 scanned images of the paper Folio, followed by details of any new entries which have been registered electronically.)

2. "Old Style" A3 Land Certificates
On completion of a transaction, the existing Land Certificate will be cancelled and the cancelled Land Certificate will be returned. A new Land Certificate, which will contain an up-to-date copy of the electronic Folio, will also be issued. (The electronic Folio will onsist of A3 size scanned images of the paper Folio, followed by details of any new entries which have been registered electronically.)

3. Sealing of Land Certificates
The Land Registration Rules have been amended to facilitate the introduction of computerisation and the practice of sealing every page of a Land Certificate has been discontinued. The Registry's seal will, however, be printed on the final page of the Certificate

Copy Folios

Computerisation of the Land Registry will also lead to changes in the appearance of copy Folios. Where a copy is requested of a folio, which has been computerised, the copy will consist of:

An A3 or A4 sized scanned image of the paper folio; and

An additional sheet (or sheets) containing details of any electronic entries that have been registered since the Folio was computerised.

If no electronic entries have been registered, the additional sheet will still be produced as confirmation of this fact.

In the case of a certified copy of a Folio, the Registry's seal will be printed on the copy.

PFI Award


LandWeb, the PFI project between Land Registers of Northern Ireland and Syntegra, won the coveted Award for Information Technology at the national PFI 2000 Awards ceremony in London on 14 June. Private Finance Initiative (PFI) projects involve partnerships between public bodies and private sector organisations to benefit society at large, and the PFI 2000 Awards competition recognises innovation and excellence in PFI projects throughout the United Kingdom.

The LandWeb project was described by the panel of judges as "an outstanding project, an example of the transformative effects of PFI". The project is the first financially free-standing I.T. project within the UK's private finance initiative.

Arthur Moir, Chief Executive of LRNI said "I am delighted that the potential benefits of LandWeb have been recognised by the judges and I'm very grateful to the project team and our partners, Syntegra, for their innovation and hard work. The project is still in its early stages, but once LandWeb is fully operational our turnaround times for both land information and registration should improve significantly and I would expect to see a gradual reduction in the cost of registrations during the next ten years".

Syntegra's Government Director, Dave Musson, commented, "The project is truly ground breaking, being the first financially free-standing PFI IT project. PFI presents a huge opportunity to enable public organisations to achieve great things secure in the knowledge that risk is being shared. However, it takes organisations like Syntegra, with the commercial know-how, and Land Registers, with the vision to grasp the opportunity, to make PFI a success."

Land registration (amendment) rules (NI) 2000 - amendments to 1994 rules


On the 16th June 2000 amendments to the 1994 Land Registry rules will come into effect. The following information is available on Landweb Direct to that effect. The amended Land Registry Rules are available from the Stationery Office.

Computerisation Update


LAND REGISTRY - COMPUTERISATION UPDATE MAY 2002

THE landweb computerisation programme will be extended to include all of Northern Ireland and as a result, applications for Registrations and Land Information Services will now be processed electronically for ALL six counties:-

PERSONAL SEARCHES IN THE LAND REGISTRY

Personal folio searches will be carried out electronically in the public search areas of the Land Registry in Lincoln Building.

COMPUTERISED COPY MAPS

Certified Copy Maps

- Only the boundary of the folio for which the map has been requested will be shown. No other folio boundaries will be shown.

- All leases and other mapped burdens within the folio boundary will be shown.

- Mapped burdens affecting other land within the area covered by the map print will be visible although the boundaries of such other land will not be visible.

- The folio number will now be shown in the legend on the left hand side of the page and not directly on the map.

- The Land Registry seal will be depicted within the information box on the left hand side of the page.

- Mapped appurtenant rights will be shown.

Uncertified Copy Maps

- The boundaries of the folio for which the map has been requested will be shown. No other folio boundaries will be shown.

- Mapped burdens within the folio boundary will be shown.

- Mapped burdens affecting other land within the area covered by the map print will be visible although the boundaries of such other land will not be visible.

- The folio number will appear in the legend on the left hand side of the page.

MAP MAINTENANCE MARKERS

Pink pins which are used on the map to indicate areas where map maintenance is underway may appear on copy maps. They are for official use only and should be disregarded by customers.

ELECTRONIC SEARCHING

The release of the digital maps will enable personal searches to carry out their County Antrim map searches electronically via landweb direct. Trained staff will be on hand to provide assistance and we recommend you take advantage of their knowledge of the system, particularly if you are not already familiar with electronic map searching.
